“Membership in the Association shall be governed by the By-Laws of the Association as the same may be enacted or amended from time to time. All owners, upon acquiring title to any Lot shall automatically become a member of the Association and shall be subject to this Declaration and to the By-Laws of the Clover Highlands Property Owners Association.” -Protective Covenants (Article III, Section 1)
